Bipin Das Cluster  Resource Centre  is   in  Silchar  Urban , where there are  eleven nos.  of   Cluster Resource Centre   in the Silchar  town.  Silchar  (Bengali: শিলচর Shilchôr) is the headquarters of Cachar district in the state of Assam in India. It is 343 kilometres (213 mi) south east of Guwahati. It is the 2nd largest town of the state in terms of population and municipal area
Bipin Das Cluster  has some special  tales, Skills  - In this cluster , all the people are  secular  no hesitation  regarding  religion  or community .  people are may be  poor  but they are interested  to give their  child  to  the   school   either son  or daughter  no question , also  they  are  following  family planning  . 


Some famous temple  Akhra  Ashrama etc are there  , one  Famous  Akhra  named  Shyamananda Baba  Akhra  is  situated  here  the Monk  of that  Akhra  is hide  since  long  back , so many  story   of that  monk  . Only  a few  people  have  seen him  .Shyamananda  Baba  is  very  famous  between  this  town . So many followers  of  Baba  , Another  Akhra  is  Radhamadhav  Akhra   one  Land  lord   big  jamidar  donated  his property  to the Society  akhra , then Radhamadhav College   , Radhamadhav  junior Basic School,  Roads etc. so many things  are build  on   that property .
In this area  the maximum  people  like  Kirtana  with  high  sound  they have no  idea  regarding  sound  pollution  even  at  night time  they used  Mike . Also  they  are not  interested  to  listen   any thing  about  disturbance  of others  like  metric  student  , patent  old men  or Sick baby . They believe  this is the  method to  pray  the  God .

Being politically stable in the otherwise disturbed Northeast earned it the bon mot of "Island of Peace" from India's then Prime Minister Indira Gandhi.
During the British rule, ships were docked at the bank of the river "Barak" so a market developed at the bank and became a major place of economic activity. The bank was covered with stones to help dock ships and vessels, and the market developed at a place which was fully covered with stones. People started to refer to the place as "Shiler Chor", meaning a bank of stone. Gradually "Shiler Chor" became "Silchar" for linguistic simplification and, later on, British officials started to use "Silchar" in their official documents referring to the surrounding area of the market. "Silchar" became the official name of the place.
In the  area  of  Bipin Das  Cluster   six numbers  of Word  under Silchar municipality. Approximately 90% residents of Silchar are Bengalis who speak the Sylheti dialect, the rest being Dimasa Kachari (Barman), Manipuri (Meitei), Marwaris, Bishnupriya Manipuris, Assamese Bihari and some tribal groups like Nagas.  But  in the  area of Bipin Das Cluter   99%  are  Bengoli (Hindu) only  a few  percentages  are there  others  like  tribal and ex tea garden people . Silchar is situated by the banks of the Barak River in what is popularly known as Barak Valley. Rice is the staple cereal. Fish is also available. Shuţki (the local name for dried fish), shidal chutney, and chunga-r peetha are some of the local delicacies.
